Program Manager Software Development Center

Leidos is seeking an experienced and dynamic Program Manager to lead the establishment and growth of a development and integration center in Pune India. This role will be responsible for standing up the center partnering closely with end-user customers and stakeholders and overseeing day-to-day operations to build and sustain a high-performing technical team.

The Program Manager will drive the delivery of system enhancements while advancing the systems engineering and integration capabilities of the SkyLine-X product suite. SkyLine-X is Leidos next-generation Air Traffic Management (ATM) platform designed to help air navigation service providers safely and efficiently manage increasingly complex airspace. Built on decades of Leidos aviation and air traffic management experience SkyLine-X provides a modern scalable platform supporting critical capabilities across tower terminal en-route oceanic and traffic flow management operations. As part of the SkyLine-X team youll contribute to mission-critical technology that supports the safety efficiency and modernization of air traffic operations around the addition the role will foster regional collaboration and innovation in aviation concepts technologies and implementations ensuring alignment with customer needs operational objectives and long-term strategic goals.

As a Program Manager you will be involved in:

Establishment and Setup:

• Lead the planning setup and establishment of the Software Development Engineering team
• Develop a comprehensive project plan including timelines resource allocation and budget management.
• Work closely with end-user customers to understand their requirements and ensure the center meets their needs.

Team Leadership:

• Work with management and recruitment to hire and onboard a diverse and talented team of software engineers and support staff.
• Provide leadership and direction to the team fostering a collaborative and innovative culture.
• Establish and implement processes best practices and standards for software development and project management.
• Guide the team to ensure successful development with customers and knowledge transfer in areas such as quality engineering development integrations enhancements DevOps cybersecurity and maintenance.

Operational Oversight:

• Oversee the day-to-day operations of the center ensuring projects are delivered on time within scope and within budget.
• Monitor and report on project progress risks and issues implementing corrective actions as necessary.
• Ensure compliance with all local regulations and company policies.
• Drive the accelerated delivery of system enhancements required for the operational system ensuring it keeps abreast of technological advancements and new operational requirements.

What Sets You Apart (Background Requirements):

• Bachelors degree with 12 years of experience or a Masters degree with at least 10 years of experience in Computer Science Engineering Business Administration or a related field. A Masters degree is preferred.
• Proven experience as a Program Manager particularly in establishing and managing large-scale software development centers or similar operations.
• Strong leadership and team-building skills with a track record of recruiting and managing high-performing teams.
• Excellent project management skills with the ability to manage multiple projects and priorities simultaneously.
• Strong understanding of software development processes methodologies and best practices.
• Experience in quality engineering development integrations enhancements DevOps cybersecurity and maintenance.
• Exceptional communication and interpersonal skills with the ability to work effectively with cross-functional teams and external stakeholders.

Preferred Qualifications:

• Experience working in the aviation industry or a similar high-tech field is a plus.
• Experience working in a global or multicultural environment is a plus
