Requirements:

The ideal candidate must have Facilities Management experience; and must hold an Engineering degree relevant Masters / Post Graduate degrees and or accreditations. The candidate must have a working knowledge of managing third party facilities management service providers handover and transitions management as exceptional interpersonal skills are required for daily interfacing with stakeholders and tenants whilst representing the Landlord/ and or client.

Job Description:

• Review designs and plans and make sure of compliance to the property manual this may include retail office or any other commercial projects.

• Acting as the main technical adviser on the site for subcontractors and tenant.

• Checking plans drawings and data sheet and make sure of the accuracy of MEP calculations

• Ensuring that all materials used and work performed are as per specifications Overseeing the selection and requisition of materials

• Day-to-day management of the site including supervising and monitoring the site labor force and the work of subcontractors

• Planning the work and efficiently organizing the site facilities to meet agreed with deadlines

• Overseeing quality control and health and safety matters on site

• Preparing reports as required

• Resolving any unexpected technical difficulties and other problems that may arise.

The candidate must be able to confidently provide OPEX and CAPEX budgeting requirements financial forecasts and P&Ls; prepare and submit weekly monthly quarterly and annual reports; assist in the preparation of governance documents property operations plan property regulations/rules policies and procedures procurement request for approvals etc. It is essential that the candidate is technically knowledgeable and confident enough to consult with clients tenants and contractors exercising good negotiation skills with experienced professionals in multinational organisations.

The candidate will be responsible for daily operations of the TFM contract; service provisions of which includes but not limited to security soft and hard services EHS reactive and corrective maintenance PPM - planned preventive maintenance asset condition surveys of Electrical HVACR (Heating Ventilation Air-conditioning and Refrigerating) MEP Hydraulic systems Alarms Fire Life and Safety Building Management systems (BMS) Generators Access Controls Chillers Chilled Water systems UPS Building Fabric Water Features Internal and External Facades Assets Coding Water Quality testing & analysis CCTV Landscaping Pest Control Lifts & Elevators Waste Management HV substations etc.

The candidate must be proficient enough to guide and manage the TFM service providers operatives skilled technicians and unskilled personnel as well as oversee the tender and selection process for all specialist subcontractors to ensure technical competency and quality of work is applied as per contract.

The candidate must ensure that the TFM service providers and contractors adhere to the requirements of any insurance policies requirements of any relevant authorities all laws decrees local municipality codes of practice and legislation of the UAE and specifically in the Emirate of Dubai.

The candidate will be responsible for the competent delivery of the properties planned preventative maintenance (PPM) reactive / remedial works etc. ensuring that the TFM service providers execute these works to meet Service Level Agreements (SLA) and Key Performance Indicators (KPI). The candidate will ensure that sufficient attic and critical stock levels are maintained to allow timely completion of work; ensure that all the statutory inspections tests are certified and recorded by local authority/municipality approved vendors; all Pre-occupancy/move-in inspections and Termination/check out inspections and or refurbishments / reinstatements are completed on time and to the property standard.

The candidate will be responsible for overseeing the maintenance and accuracy of any technology systems (CRM/BMS/CAFM/BIM) and ensure that the TFM service providers staff are trained thus keeping the systems up to date and calibrated with the buildings infrastructure and equipment.

The candidate will be responsible for liaising and advising the Property Manager and Client on changes to local laws and legislation as well as international best practices that may affect the operations of the property and seek approval and direction on implementing / cascading directives for the sites operations.

The candidate must have effective communication in English (written & verbal) and people skills as the candidate will work closely with the Clients Head of Building Management Property Manager TFM service provider Leasing Agents and various other parties and departments.

The candidate will be responsible for reviewing of the Clients contract and TFM service providers contract ensuring the proficient delivery of the scope of work and specification of services detailed within them so that all activities required are in place to operate the property efficiently and effectively.

The candidate will be required to perform all functions and responsibilities of the role which may not always be expressly mentioned in the Clients contract but would be deemed necessary for the proper performance of services and the carrying out of activities for the effective and efficient management of the property in accordance with good industry protocols and any applicable best international standards and codes of practice.

Experience working directly for and on behalf of a Landlord / Client

Microsoft Word / Excel / PowerPoint / CRM systems / building management CAFM systems

Fluent English (verbal and written)
