Work Arrangement

This role is categorized as on-site. The successful candidate is expected to report to the GM China Headquarters Building in Shanghai and collaborate closely with GM global and JV teams including GM China SAIC-GM (SGM) SAIC-GM-Wuling (SGMW) GM International (GMI) regions (for example South Korea and Middle East) and global platform teams in GM North America (GMNA).

This is a GM China employee role based in Shanghai and is a key enabler for making China the intelligence export engine for GMI.

The Role

The Staff Program Manager CIX will be a core leader in delivering GMs China-led export intelligence strategy. This role sits within the China Intelligence Export Hub (CIX) and is accountable for planning and executing the export intelligence program portfolio across SGM and SGMW origin vehicles into GMI markets with a primary focus on Connectivity/OnStar and mobile apps and close alignment with Intelligent Cockpit/HMI and Intelligent Driving.

The Program Manager will:

  • Orchestrate end-to-end delivery from requirements through launch for intelligence content on export programs (for example NCUB NDLB C1UL2 and follow-on waves).
  • Serve as a central coordination point between SGM/SGMW engineering GMI regional teams and GMNA platform organizations (Connectivity Global OnStar mobile apps SDV/VIP).
  • Ensure that export programs deliver Chinagrade intelligent capability and coherent customer experiences rather than simplified or fragmented versions of China offerings.
  • Own overall program outcomes for export intelligence content quality schedule and readiness driving issue resolution across functions.

What Youll Do

  • Export Intelligence Program Leadership
  • Lead program planning and execution for Connectivity/OnStar and mobile apps for China-based export vehicles ensuring tight integration with Intelligent Cockpit/HMI and Intelligent Driving where required.
  • Translate Product requirements into clear executable program plans with defined scope milestones dependencies and success criteria across origin JVs and target regions.
  • Drive disciplined delivery so that export programs meet content quality schedule and readiness expectations in line with GMI market needs and launch timing.
  • Ensure that intelligence capabilities are delivered as cohesive market-ready customer experiences.
  • CrossJV and Global Coordination
  • Coordinate work across SGM and SGMW export programs to ensure alignment on common solutions reuse opportunities and consistent customer experience where appropriate.
  • Partner with GMNA platform teams (Global OnStar Connectivity mobile apps SDV/VIP) to synchronize export program timelines with platform roadmaps and integration windows.
  • Work closely with GMI regional and export portfolio teams to align intelligence delivery with vehicle portfolio decisions market launch plans and regulatory or market constraints.
  • Drive crossJV and global alignment surfacing and resolving conflicts on scope timing and ownership with appropriate decisionmakers and escalation paths.
  • Program Governance Risk and Readiness
  • Establish and run program governance routines (cadence forums decision logs escalation paths) across JV GMI and GMNA stakeholders.
  • Proactively identify and manage cross-program risks and interdependencies (for example platform readiness carrier integration regional certification HMI alignment) driving mitigation plans with accountable owners.
  • Track and report readiness for key launches including software availability validation status integration with global platforms and operational readiness (OnStar connectivity apps services).
  • Provide structured data-driven status reporting and recommendations to CIX leadership and executive stakeholders.

Your Skills and Abilities (Required Qualifications)

  • 10 years of program or project management experience ideally within software connected vehicles automotive mobility or technology.
  • Bachelors degree in Business Engineering Computer Science or related field.
  • Demonstrated success leading complex multiregional programs with a mix of technical and nontechnical stakeholders.
  • Strong understanding of connected vehicle ecosystems including:
    • Connectivity platforms and carrier networks
    • Intelligent Driving / ADAS
    • Intelligent Cockpit/HMI
    • Global OnStar and mobile app integration with vehicle platforms
  • Proven ability to manage multiorigin multiregion delivery (for example coordinating Chinaorigin vehicles for export into GMI markets).
  • Comfortable engaging deeply with engineering teams on technical topics while representing business customer and market needs.
  • Excellent analytical organizational and problemsolving skills with a track record of driving issues to closure in ambiguous environments.
  • Strong written verbal and executive-level presentation skills; able to communicate complex program topics clearly and succinctly to senior leaders.
  • Fluent in Mandarin and English with the ability to lead meetings and present to senior stakeholders in both languages.
  • Demonstrated ability to influence across organizations and cultures build alignment and work effectively with senior leaders and JV partners.
  • Willingness to work across time zones and travel domestically and internationally as needed (for example GMNA GMI regions JV sites).
