Summary

Bell is seeking aTechnical Due Diligence Project Managerto lead the evaluation assessment and qualification of prospective data centre sites across Canada. This roleis responsible formanaging the end-to-end due diligence process todeterminewhether candidate properties meet Bells technical operational financial environmental permitting utility and strategic criteria for AI Fabric and mission-critical infrastructure deployments.

The successful candidate will coordinate cross-functional teams including engineering real estate utility providers environmental consultants architectspermittingspecialists and construction partners to assess site suitabilityidentifyrisks and provide executive recommendations for acquisition and development.

This role requires a unique combination of project management engineering knowledge commercial awareness and data centre developmentexpertise.

Key Responsibilities

Site Identification & Evaluation

  • Lead comprehensive technical due diligence assessments for prospective data centre sites.
  • Develop and maintain Bells site evaluation framework scoring matrix and qualification criteria.
  • Evaluate Greenfield and Brownfield opportunities for feasibility and suitability.
  • Conduct desktop and on-site assessments of candidate locations.
  • Assess site readiness for AI HPC and high-density data centre deployments.
  • Prepare executive recommendations regarding site viability and investment decisions.

Utility & Infrastructure Assessment

  • Coordinate utility engagement activities with electrical utilities and municipalities.
  • Evaluate:
    • Existing electrical service capacity
    • Substation proximity
    • Grid reliability and redundancy
    • Expansion capability and timelines
    • Utility costs and rate structures
  • Assess fibre connectivity carrier diversity and network resiliency options.
  • Validate water availability and cooling infrastructure requirements.

Technical Due Diligence

Lead reviews of:

  • Electrical infrastructure
  • Power availability and expansion capability
  • Mechanical and cooling systems
  • Structural integrity
  • Building suitability for adaptive reuse
  • Security requirements
  • Fire protection systems
  • Physical access and logistics
  • Environmental constraints
  • Natural hazard exposure

Develop technical risk registers and mitigation plans for each site.

Regulatory & Permitting Assessment

  • Coordinate zoning planning and permitting reviews.
  • Evaluate municipal development requirements.
  • Identify environmental approvals required for development.
  • Engage external consultants and regulators as required.
  • Assess permitting schedules and potential approval risks.

Financial & Commercial Evaluation

  • Support acquisition strategy and commercial negotiations.
  • Compare costs associated with potential sites.
  • Assess infrastructure upgrade requirements and associated investment risks.

Stakeholder Management

  • Lead multidisciplinary due diligence teams.
  • Coordinate:
    • Engineering consultants
    • Utility providers
    • Environmental specialists
    • Municipal authorities
    • Real estate advisors
    • Construction partners
  • Present findings and recommendations to Bell leadership.

Reporting & Governance

  • Maintain site evaluation dashboards risk registers and decision logs.
  • Deliver:
    • Site Assessment Reports
    • Technical Due Diligence Reports
    • Executive Briefings
    • Comparative Site Rankings
    • Investment Recommendations

Ensure all assessments are documented and auditable.

Critical Qualifications
  • Bachelors degree in Engineering Architecture Construction Management Real Estate Development Urban Planning or related field.
  • PMP designation or equivalent project management certification preferred.
  • Minimum 710 years of experience in:
    • Data centre development
    • Mission-critical facilities
    • Infrastructure planning
    • Technical due diligence
    • Site selection
  • Demonstrated experience evaluating Greenfield and Brownfield developments.
  • Strong knowledge of:
    • Utility infrastructure
    • Electrical distribution systems
    • Data centre design principles
    • Permitting and planning processes
    • Environmental assessments
  • Experience coordinating multidisciplinary consultant teams.
Preferred Qualifications
  • Experience supporting hyperscale or AI data centre developments.
  • Knowledge of utility interconnection processes across Canadian provinces.
  • Familiarity with Uptime Institute ASHRAE CSA and local building code requirements.
  • Experience performing Facility Condition Assessments (FCA).
  • Strong understanding of data centre power and cooling systems.
  • Experience evaluating sites ranging from 5 MW to 100 MW developments.
  • Bilingual (French/English) considered an asset.

Adequate knowledge of French is required for positions in Quebec.
