Resumes are being accepted for the position of Supervisor Enterprise Data Services in the Information Technology department. This leadership position manages the corporate IT data team provides both strategic and technical oversight for the Citys enterprise data and AI foundation. The successful candidate shall co-chair the Data Governance Steering Committee to implement Citys corporate data governance framework and deliver the enterprise knowledge structures for seamless consumption by staff and AI-enabled tools. Guided by the goals and objectives of the City of Guelph Corporate Strategic Plan and committed to the Corporate Values of integrity service inclusion wellness and learning the candidate will aid in the achievement of the Community Vision for an inclusive connected prosperous city.
Key duties and responsibilities
People & Culture Leadership:
- Provide visible positive leadership to the IT Data teamconsisting of Data and AI Engineers Integration Specialist and Database Administratorconsistent with the Citys Leadership Charter to cultivate an inclusive respectful and motivating work environment.
- Manage formal recruitment onboarding training mentoring and performance evaluations for team members to foster professional growth and technical excellence.
- Promote and grow the internal Data Community of Practice to increase cross-departmental collaboration and advance city-wide data literacy.
- Lead an inclusive culture by resolving internal conflicts mediating team disputes and enforcing collaborative problem-solving.
Strategy Governance & Policy:
- Co-chair the Data Governance and Steering Committee to drive the implementation execution and performance tracking of the operationalization plan aligned with the corporate data governance framework
- Define enforce and communicate enterprise data policies management standards and integration governance mechanisms to continuously improve data quality regulatory compliance and overall information readiness for analytics and AI systems.
- Model and govern the corporate data architecture ensuring clear guardrails are in place to safeguard the integrity security and long-term sustainability of integration pipelines data structures and associated services.
- Collaborate with the IT Operations team to secure City systems against unauthorized data modifications destruction or disclosure.
Metadata Management & Enterprise Data Catalog:
- Lead the design implementation and governance of Enterprise Data Catalog to ensure data assets are fully discoverable well-documented and properly classified across the organization.
- Establish robust metadata management practices data lineage tracking and business glossaries to bridge the gap between technical data structures and business operations.
- Govern unstructured data assets (such as corporate documents records and media) to ensure they are properly indexed categorized and compliant with corporate retention and privacy policies.
Enterprise Integration & Digital Transformation:
- Oversee the enterprise integration strategy utilizing the Informatica Intelligent Data Management Cloud (IDMC) iPaaS platform to eliminate data silos and accelerate digital transformation.
- Design implement and manage secure connections between disparate cloud (SaaS) and on-premises applications to automate workflows and optimize cross-departmental business processes.
- Lead application and data integration initiatives that bridge operational data with analytical and AI systems enabling seamless knowledge transformation across the corporation.
Technical Execution & AI Readiness:
- Provide strategic leadership for the design implementation and evolution of the Citys greenfield enterprise data ecosystem transitioning from legacy environments to modern architectures including data lakehouses (e.g. Microsoft Fabric) vector stores semantic knowledge layers and AI-ready data platforms.
- Establish governance frameworks metadata standards and knowledge architectures that enable advanced analytics machine learning Retrieval-Augmented Generation (RAG) AI agents multi-agent systems enterprise copilots and future AI-enabled digital services.
- Optimize corporate data lifecycle initiatives spanning acquisition storage management sharing and enterprise application integration in strict compliance with data residency requirements Records Information Management policy and privacy legislation.
- Direct the Citys Open Data program to expand secure data sharing strengthen institutional transparency and improve public access to civic information.
- Oversee project planning resource allocation project management and solution delivery for all enterprise data custom development and integration initiatives to ensure timelines and budgets are met.
- Perform other related duties as assigned.
Qualifications and requirements
Education & Experience:
- Bachelors degree in Computer Science Software Engineering Data Science Information Technology Business Administration or a related quantitative field. An equivalent combination of education and experience may be considered.
- 10 years of progressive professional experience managing enterprise data ecosystems corporate data architecture and modern cloud data platforms (such as enterprise SaaS/PaaS lakehouse and AI integration frameworks). Experience within the public sector or a highly regulated environment is considered a strong asset.
- Proven track record of supervising technical staff (such as data/AI engineers developers and architects) mentoring technical teams and delivering complex data engineering or data governance initiatives.
Technical Qualifications:
- Advanced knowledge of enterprise data modeling data architecture design and framework management across both structured database engines and unstructured file systems with a focus on modernizing legacy data structures.
- Proven experience selecting implementing and governing Enterprise Data Catalogs automated data lineage tools and metadata management repositories.
- Experience in designing enterprise knowledge structures (such as data pipelines semantic layers and vector stores) from file systems SharePoint libraries and core business applications to be consumed by AI systems like M365 Copilot custom RAG (Retrieval-Augmented Generation) applications and open integration standards like Model Context Protocol (MCP).
- Deep technical proficiency in deploying Microsoft Fabric to centralize and orchestrate enterprise AI data combined with Microsoft Purview to ensure strict data governance automated data discovery and compliance across all AI-driven platforms.
- Direct experience designing and executing enterprise-wide integration strategies using Informatica Intelligent Data Management Cloud (IDMC) or similar enterprise iPaaS tools to connect disparate cloud and on-premises applications.
- Demonstrated experience implementing Master Data Management (MDM) principles information privacy rules data classification and lifecycle frameworks.
Core Competencies & Soft Skills:
- Demonstrated ability to co-chair the Corporate Data Governance and Steering Committee build consensus overcome resistance and foster a collaborative corporate data culture across diverse business units effectively aligning stakeholder priorities to champion data stewardship compliance and enterprise-wide AI readiness.
- Proven experience leading enterprise-wide change management initiatives to transition an organization from siloed department-specific legacy data practices to an integrated formal corporate data governance framework that supports modern data analytics and AI adoption.
- Exceptional communication and interpersonal skills with a proven ability to translate complex data architectures and software solutions into clear business value for executive leadership and cross-departmental stakeholders.
- Advanced analytical and decision-making skills combined with a continuous-learning mindset to evaluate emerging AI development and data trends.
- A strong customer service orientation focused on delivering responsive high-quality and user-centered data and application solutions for city staff and public citizens alike.

Hours of work
35 hours per week Monday to Friday between the hours of 8:30 a.m and 4:30 p.m. This position is eligible for hybrid and flexible work arrangement options (as per current corporate policy).
