Location: Thunder Bay
The Ontario First Nations Technical Services Corporation (OFNTSC) is a nonprofit organization that provides technical advisory services training and capacity development to First Nations communities in Ontario. By offering a wide range of specialized services and expertise OFNTSC helps to enhance the quality of life promote self-sufficiency and foster economic growth within these communities.
Reporting to the Manager of Engineering Services the Project Manager is responsible for planning coordinating and delivering engineering and infrastructure projects that support the needs of First Nations communities. The Project Manager oversees projects throughout their lifecycle ensuring they are completed safely on time and within budget. Working collaboratively with First Nations consultants contractors government agencies and funding partners the Project Manager provides technical advice manages project risks monitors project performance and supports the successful delivery of sustainable infrastructure initiatives.
These tasks must be executed in alignment with the culture and values of OFNTSC while maintaining strict confidentiality.
Responsibilities:
- Manage the planning coordination execution and successful delivery of assigned engineering and infrastructure projects in accordance with approved scopes schedules budgets funding agreements and quality standards.
- Implement project plans and priorities established by the Manager of Engineering Services and provide regular updates on project status risks budget performance and key milestones.
- Coordinate the activities of engineering consultants contractors suppliers and project stakeholders to ensure projects are delivered safely efficiently and in compliance with applicable engineering standards and regulatory requirements.
- Develop project work plans schedules cost estimates cash flow projections and resource requirements for review and approval by the Manager of Engineering Services.
- Monitor project budgets expenditures schedules and deliverables identifying project risks and recommending mitigation strategies to the Manager of Engineering Services.
- Prepare project reports technical summaries briefing notes funding reports and progress updates for review by the Manager of Engineering Services prior to submission to senior leadership funding agencies and clients.
- Review engineering drawings technical reports specifications and consultant deliverables to ensure completeness quality and compliance with project requirements.
- Coordinate meetings with First Nations communities consultants contractors regulatory agencies and funding partners to support project delivery and issue resolution.
- Assist with procurement activities including preparing scopes of work technical specifications requests for proposals and consultant evaluation documentation.
- Maintain accurate project records contract documentation financial tracking and project files in accordance with organizational policies and funding requirements.
- Develop and implement project management processes quality assurance measures and continuous improvement initiatives that enhance operational efficiency and service delivery.
- Promote a culture of safety ethical practice environmental stewardship and regulatory compliance across all engineering activities and projects.
- Develop and maintain respectful and collaborative working relationships with First Nations communities consultants contractors funding agencies and government partners.
- Perform other project-related duties as assigned by the Manager of Engineering Services.
Qualifications:
- Bachelors degree in Civil Environmental Mechanical or related Engineering discipline from an accredited university.
- Licensed Professional Engineer (.) in Ontario or eligible for registration with Professional Engineers Ontario considered an asset.
- Project Management Professional (PMP) certification is considered a strong asset.
- Minimum 5 years of progressive engineering and project management experience preferably involving municipal water and wastewater environmental or community infrastructure projects.
- Demonstrated experience managing engineering projects through planning design procurement construction and project close-out.
- Strong knowledge of project management principles contract administration budgeting scheduling procurement and risk management.
- Experience working with Indigenous communities governments or organizations is considered a strong asset. Knowledge of First Nations governance structures community priorities and culturally respectful engagement practices is highly desirable.
- Proficiency with Google Workspace Microsoft Office project management software and engineering-related computer applications.
Conditions:
- Reliable and insured vehicle and valid Class G Ontario drivers license.
- Some out-of-town traveling is required through the province of Ontario.
