Job Summary
Role Impact:
The Manager Security & Life Safety will manage all operational aspects of security resilience and life safety programs at a designated CF property to ensure a safe and welcoming environment for colleagues tenants guests and visitors. The Manager is responsible for implementation of property-level security resilience and life safety compliance adhering to industry best practice National Security Operations standards and CF policy. The incumbent will provide strategic oversight of on-site contract security teams ensuring vendor compliance with budgetary requirements and administrative standards. This role manages the enhancement of security infrastructure efficacy of operating procedures leads quality assurance and life safety compliance through inspections and supporting property audits while ensuring peak vendor performance.
What you will deliver:
- Provide input to and execute a multi-year property-level Security & Life Safety Management Plan ensuring alignment with the assets risk profile strategic priorities initiatives milestones performance metrics and budget requirements.
- Direct the day-to-day operations of contract security and life safety teams ensuring sufficient resource allocation budgetary compliance and operational readiness.
- Ensure vendor accountability through performance oversight metrics KPI and KRI reporting and adherence to Service Level Agreements (SLA) escalating concerns to General Manager and National Security Operations as required.
- Prepare and manage annual operating budgets and long-range capital forecasts (e.g. 10-year plans) accruals and financial forecasts for physical security fire and life safety and security technologies for approval by the General Manager.
- Validate reconcile and process invoicing related to Security Fire and Life Safety within delegated authority and escalate as required to the General Manager for reconciliation and approvals.
- As required respond to incidents and support crisis situations ensuring escalation protocols are followed and support is provided to tenants visitors and colleagues as needed. Ensure all security and life safety incidents are accurately reported classified and documented in line with national incident management protocols.
- To act as the functional lead for Intelligence-led crime prevention ensuring the systematic delivery of strategic and tactical assessments to mitigate property and organizational risk. Be accountable for the integrity of the tasking and coordinating process aligning internal security postures with emerging threat conditions identified through formal partnership with local law enforcement. Oversee the production of problem and target profiles ensuring that resource deployment by third party vendors is consistently prioritized based upon rigorous analysis of threat risk and harm; driving objective data-driven decision making across the enterprise.
- Develop implement and maintain the propertys Emergency Response Plan (ERP) Fire Safety Plans and Business Continuity Plans ensuring compliance with CF protocols local fire codes and industry best practices through annual reviews drills audits and training to ensure familiarity and readiness.
- Lead post-incident reviews and debriefs developing after action reports and improvement plans in collaboration with internal teams contract security vendor and external emergency services.
- Collaborate with and provide quality assurance on service providers to ensure they recruit qualified high-caliber personnel aligned with CFs values and service standards. Validate and provide quality assurance checks that a robust onboarding program to familiarize new personnel with operational expectations safety protocols and CFs culture of service excellence has been provided by the vendor.
- Act as the on-site Incident Commander for critical incident response and resolution at the property-level as Ensure escalation protocols are followed and support is provided to tenants visitors and colleagues as needed. Ensure all security and life safety incidents are accurately reported classified and documented in line with national incident management protocols.
- Oversee and participate in the development and delivery of tailored tenant educational programs as a method of continuous improvement based on intelligence derived trends impacting the property.
- Manage the implementation of security infrastructure projects ensuring business cases are robust and aligned with operational needs risk mitigation strategies and capital investment frameworks. Oversee cross-functional teams and external vendors through the project lifecycle ensuring milestones budgets and performance goals are met.
- Ensure all technology systems supporting security life safety functions are maintained upgraded and audited regularly in accordance with manufacturer specifications CF standards and relevant legislation. Establish preventative maintenance schedules testing protocols and vendor Service Level Agreements (SLA) to ensure continuous availability and regulatory compliance.
- Ensure compliance with fire codes occupational health and safety regulations provincially mandated accessibility programs and CF governance surrounding Security & Life Safety. Coordinate within Operations to ensure corrective actions are implemented. Escalate issues of non-conformance and non-compliance to the General Manager and National Security Operations.
- Oversee compliance installation maintenance and performance of fire and life safety protection systems (ex. fire panels sprinkler systems extinguishers emergency lighting AEDs). Ensure all fire and life safety systems are tested and maintained in accordance with local regulations manufacturer recommendations and insurance requirements.
- Be accountable for and validate compliance with the requirements under the CF Security & life Safety audit process including scheduling of inspections and maintenance collection and submission of documents into CF Vault for internal and external review.
- On a rotational basis actively participate and contribute to relevant CF committees such as Regional / National JHSC National Security Advisory Council and local industry associations.

- Excellent verbal and written communication skills including report writing and incident debriefing.
- Communicates with tact and professionalism including in crisis or sensitive situations.
- Proficient in managing physical security systems (e.g. Genetec Lenel Avigilon).
- Experienced in preparing and managing operational and capital budgets for security operations.
- Capable of managing security projects g. installation commissioning etc. - provide support for vendor selection and procurement.
- Demonstrates integrity discretion and confidentiality in all interactions.
What you need to succeed:
- Post-secondary education or equivalent business management qualification in Security Management Criminology Emergency Management Law Enforcement Risk Management or a related field is strongly preferred.
- A university degree in a relevant business discipline (ex. Public Safety Business Administration Political Science Occupational Health & Safety or a criminology-related discipline) is an asset.
- Completion of recognized security emergency management or safety certifications is preferred as examples:
- Certified Protection Professional (CPP)
- Physical Security Professional (PSP)
- Certified Emergency Manager (CEM)
- Incident Command System (ICS)
- NFPA Life Safety Certification or Fire Security Director certification
- Crime Prevention Through Environmental Design
- Canadian Registered Safety Professional
- A minimum of 7 years of progressing security experience ideally at a property or properties of complex scope (i.e. large mixed-use facility) or equivalent work experience with at least 2 years in a leadership or supervisory capacity.
- Experience working in a real estate property management public-facing or high-footfall environment is highly preferred.
- Experience managing contracts related to service providers including contract security.
- Existing Provincial Security Guard /Private Investigator Licence is an asset or be able to achieve within 1 year of hiring.
