Our Network Operations Office is looking for five (5) managers Fleet Operations. The successful candidates will be responsible for the safe efficient and effective management of all yard and layover activities OR rail fleet operations ensuring reliable delivery of reliable/passenger rail service. This includes oversight of train equipment availability inspection activities equipment/fleet readiness asset reliability train crew preparedness/maintenance coordination operational planning disruption response while ensuring processes support seamless transition between service and maintenance. The role provides front-line leadership to contracted yard OR fleet and contractor staff enforcing operational and safety standards and responding to real-time issues that may impact service performance.
What will I be doing
Leads continuous improvement initiatives focused on business improvements for rail OR fleet operational performance rail-related functions in Yard and Layover Operations in conjunction with Network and Rail Operations Leadership. Technical accountability to develop implement and oversee process improvements concentrated on regulatory and safety compliance that ensure the safe operation of on-time movements and Facility / Infrastructure procedures on the Metrolinx network.
Responsible for analyzing performance of data to provide accurate and timely data pertaining to service delivery and planning activities. Utilizes data and business unit metrics to lead teams in identifying opportunities for improvement through root cause analysis and structured problem solving.
Provide oversight and ensures full contractor compliance with agreement terms and conditions both contractually and regulatory governing the delivery of transportation services at outpost and layovers. OR fleet operations.
Recommends and implements contingency plans to mitigate customer impact during service disruptions. Ensures consistency in communications maintenance and continuous improvement of customer service standards.
Monitor and manage team performance against Key Performance Indicators such as on-time performance (OTD) Equipment availability Contractor performance and customer satisfaction (CSAT).
Collaborate with internal and external partners to enhance yard and outpost fluidity to achieve OTD and Yard/Outpost performance
Oversees fleet readiness and dispatch processes to support high on-time performance and operational reliability.
Manages processes related to delay attribution for fleet operations including identification assessment and arbitration of contributing factors.
Maintain teamwork and order amongst staff contractors and internal clients by acting with a sense of urgency and respond to issues as they may arise.
Meets service delivery objectives and coordinates project and department activities within budgetary limits.
Manages daily fleet operations to ensure that program objectives are delivered on time and within budget and that anticipated business results are achieved.
Provides input and expertise into the development of contract stipulations with respect to work completion to minimize cost and maximize efficiency.
Ensure responsible management of financial resources aligning expenditures with organizational goals and budgets.
Attend any Front-Line Supervisor Development Programs to learn and understand our internal systems process policies and procedures for solving issues and making decisions.
Provides creative thought leadership with input from others to develop and deploy a strategic vision; connects and aligns projects with strategic corporate goals.

NOTE:
Work is performed in a fast-paced non-traditional safety-sensitive rail environment with moderate to high mental stress and sustained physical alertness particularly during disruptions or emergencies. The role involves significant audio/visual concentration exposure to distractions and audible inputs working on active rail tracks and in rail yards/layover stations and supporting a 24/7/365 operation across all shifts including nights weekends and statutory holidays at various locations across the GTHA.
What Skills and Qualifications Do I Need
Completion of a degree in Mechanical or Electrical Engineering or a related discipline or a combination of education training and experience deemed equivalent.
Demonstrate progressive experience managing and administering rail/transit maintenance programs or contracts with demonstrated knowledge of locomotive and passenger coach fleet operations performance and lifecycle maintenance.
Currently or previously held a CROR qualification as a Conductor or Locomotive Engineer or Previous experience as Rail Traffic Controller is an asset. As well senior level experience in Maintenance or track engineering is also an asset. Canadian Rail Operating Rules (CROR) certification is required. (within 6 months)
In-depth knowledge of transportation operations principles practices and applicable legal and regulatory requirements governing passenger rail services (e.g. Transport Canada and Canadian Rail Operating Rules). Knowledge of industry standards including APTA (American Public Transportation Association) and AAR (Association of American Railroads) is also required.
Knowledge of the Employment Standards Act Occupational Health & Safety Act and applicable building codes to monitor and manage employee and contractor risk during execution of customer service initiatives
Knowledge of formal and informal policies and organizational interconnections to effectively navigate boundaries and manage regulatory / compliance.
Knowledge of quality assurance and quality control principles practices and methods to lead the implementation of controls for legislative and regulatory compliance.
Knowledge of risk management systems and processes to identify and mitigate safety and non-compliance risks.
Analytical problem solving critical thinking decision making skills to coordinate the implementation of service adjustments that address unforeseen circumstances; ensure cost effective and efficient use of resources when responding to service disruptions and incidents; identify and recommend options for improved services and efficiencies.
Effective time management skills and the ability to meet deadlines and juggle multiple priorities in a very dynamic and changing environment.
Interpersonal and oral/written/presentation skills to develop and sustain cooperative working relationships across Metrolinx and with external stakeholders in person and/or through presentations; to engage with external to promote compliance with legislative and regulatory requirements; to prepare reports and briefing material.
Proficiency in MS Office suite (e.g. Outlook Word Excel PowerPoint etc.) and role specific software to manage advanced technical applications.
In-depth understanding of locomotives coaches and Electric Multiple Units (EMUs) used in passenger rail operations.
Comprehensive knowledge of propulsion systems braking systems and auxiliary systems as well as familiarity with on-board systems including HVAC door systems telemetry and passenger information systems. Strong understanding of train control signaling interfaces and fleet telemetry.
Experience with preventive corrective and predictive maintenance programs. Knowledge of Maintenance Management Systems (MMS) and fleet performance monitoring tools. Familiarity with maintenance planning scheduling and depot or layover operations. Demonstrated experience in asset lifecycle management and reliability-centered maintenance principles with a strong understanding of fleet inspection fault diagnostics and troubleshooting procedures.
