IT Project Manager
Job Summary
The Province of British Columbia is seeking an experienced IT-Related Project Manager Level 2 to lead and deliver medium-complexity information technology projects within the Finance Provincial Treasury / Banking and Cash Management Branch.
The successful candidate will be responsible for end-to-end project management including planning scheduling budgeting risk management resource coordination stakeholder engagement project governance and delivery of project objectives within established timelines and budgets.
The Project Manager will work closely with ministry stakeholders multidisciplinary teams senior management professional staff and external contractors to ensure successful project execution.
Lead IT-related projects from initiation through planning execution monitoring and closure.
Develop and maintain project charters master project plans schedules budgets and project deliverables.
Manage project scope timelines costs quality resources procurement communications and risks.
Conduct project risk assessments and implement appropriate mitigation strategies.
Coordinate multidisciplinary teams ministry resources professional staff management and external contractors.
Facilitate stakeholder discussions and build consensus among groups with diverse interests.
Communicate project status issues risks and progress to ministry management and stakeholders.
Manage project change requests and budget requests including cost estimates schedules resource requirements and deliverables.
Identify and manage dependencies across project tasks sub-projects and other ministry initiatives.
Contribute to feasibility studies business cases and Treasury Board submissions.
Apply Systems Development Life Cycle (SDLC) methodologies and appropriate project management practices.
Use project management tools including Microsoft Project to monitor schedules resources dependencies and progress.
Ensure projects are delivered within approved scope timelines budgets and quality expectations.
Minimum 3 years of project management experience within the last 7 years.
Demonstrated experience in one or more project management knowledge areas including scope schedule cost quality resources communications risk procurement and integration management.
Undergraduate degree in Business Administration Science Information Technology Engineering or another technology-related field.
Accepted alternatives: CA CMC CMA CGA or CFA professional designations.
Demonstrated experience managing IT-related projects.
Practical knowledge and application of the Systems Development Life Cycle (SDLC).
Experience using project management tools and technologies including Microsoft Project or equivalent tools.
Candidates must demonstrate experience with:
At least three projects each lasting 8 months or longer.
Managing multidisciplinary teams for 3 or more years including business staff professional employees middle managers and private-sector contractors.
Delivering medium-complexity projects typically valued below $5 million and lasting more than 6 months.
Managing teams with at least 5 people reporting to the Project Manager.
Preparing project charters master project plans schedules and budgets.
Conducting project risk analysis and implementing risk-management strategies.
Developing feasibility studies business cases and Treasury Board submissions.
Managing change requests budget requests cost estimates resource requirements and project dependencies.
Coordinating ministry resources contractors and cross-functional project teams.
Communicating effectively with stakeholders and building consensus across groups with diverse interests.
Working with ministry management and staff to achieve project objectives.
Project Management Professional (PMP) certification.
Experience working with the BC Public Service Canadian provincial governments Crown corporations municipalities government agencies or broader public-sector organizations.
The position is primarily remote with occasional onsite attendance required in Victoria British Columbia. Office attendance is expected to average approximately once per month or less although additional onsite attendance may occasionally be required for operational needs.
Candidates must be willing and able to attend the Victoria office when required.
