Director, Project Delivery
Job Summary
The Director Project Delivery is accountable for leading the planning execution control commissioning and operational turnover of assigned infrastructure projects. The position ensures projects are delivered safely within approved scope schedule and budget and in accordance with Build Nova Scotia governance quality and reporting requirements. The Director Project Delivery provides day to day leadership to the assigned project delivery team and coordinates internal and external partners to achieve approved project and operational outcomes.
Located in Sydney NS this position reports to the Senior Director Project Delivery and works collaboratively with our healthcare infrastructure division. This is a full-time five (5) year term position.
- Leads projects to operational completion by leading both the internal and external parties to desired outcome.
- Develops and maintains project plans including scope budget and schedule to ensure project related policy objectives are realized as efficiently as possible.
- Supervises assigned project staff pursuant to Build NS human resource practices and oversees the works of contracted external resources to ensure the cost-effective delivery of work in accordance with the scope of negotiated contracts.
- Monitors project deliverables and provides direction to staff so that deliverables meet defined Build NS Healthcare quality standards.
- Manages project risk by prioritizing potential risk areas and recommending appropriate mitigation strategies to program management.
- Communicates regularly with sponsors and stakeholders to maintain positive working relationships including participating in and leading federal/provincial/academic scientific regulatory and technical advisory committees and community based committees and directing the development of Build NS program status reports consistent with organizational reporting processes and standards.
- Manages procurement of project resources according to Build NS procurement policy including contract management of Build NS project suppliers.
- Supports or in the absence of the Senior Director acts as spokesperson for the project with media and in public forum
- Provide leadership and direction to ensure the effective management of human and financial resources by setting and evaluating staff performance targets promoting diversity and a healthy respectful workplace demonstrating the leadership competencies respecting corporate human resources practices promoting teamwork and individual development.
- Maintain internal communications monitor revenues and expenditures adhere to procurement guidelines acquire goods and services in the most cost effective manner and accurately forecast budget requirements for the fiscal year.
- May perform other related duties as assigned.
- As the ideal candidate you have a post-secondary degree in Engineering Construction Management or other relevant discipline along with ten (10) plus years of progressive experience in a leadership role in construction operations or project management preferably with a good understanding of healthcare or similar scale public infrastructure projects.
- A relevant professional designation or certification such as . Architect C.E.T. or PMP is considered an asset. An equivalent combination of education professional credentials and directly related experience may be considered.
- You are a results-oriented leader with demonstrated success creating alignment across diverse organizations and leading high-performing teams of employees consultants specialists and contractors. You have a proven record in project governance cost and schedule control procurement contract administration risk management change management claims resolution and the implementation of effective project delivery practices. You understand the legislation regulations codes standards and commercial considerations applicable to major public-sector construction.
- You can translate complex project information into concise decision-ready reporting for senior leaders and government partners. You demonstrate sound judgment strong written and verbal communication disciplined prioritization and the ability to make timely decisions in a high-pressure multi-project environment. You build trusted relationships while maintaining clear accountability for performance and results.
Build Nova Scotia Healthcare Infrastructure Division is committed to delivering an extensive multi-site multi-year infrastructure Redevelopment Plan designed to ensure the health care needs of Nova Scotians are met for the next 50 years.
The redevelopment plan includes major expansions and additions to hospitals and health services in communities across the Province including throughout the Halifax and Cape Breton Regional Municipalities. Successful project delivery will allow services to be moved out of the aging facilities such as the Centennial Victoria and Dickson buildings on the Victoria General (VG) site of the QEII.
Master planning for the redevelopment program is focused on modernizing the health care system to ensure the needs of Nova Scotians remain at the heart of our delivery of best-in-class services. Pay Grade: NSLHC-15
Salary Range: $4423.11 - $5528.89 Bi-Weekly
Salary Placement: The placement of a new hire into the salary range is based on an objective salary rating process. This process will assess the knowledge skills experiences and overall qualifications of a candidate to determine appropriate placement. Each pay grade has established steps and new hires cannot exceed certain maximums which are outlined in the Compensation Framework.
