Director, Program Management & Integration

Reporting to the Executive Director Enterprise Performance the Director PM&I provides strategic leadership for capital project controls portfolio performance data governance analytics executive reporting and capital decision support.

The Director establishes ministry-wide standards processes and integrated information frameworks that enable a consistent and reliable view of capital portfolio performance proactively identify emerging risks and support evidence-based funding prioritization and delivery decisions. The role leads a multidisciplinary team of 11 staff through two direct-report managers provides strategic advice to senior and executive leadership and ensures PM&I activities are aligned with legislative requirements government direction and ministry priorities.

Job Responsibilities:

• Monitor capital portfolios against approved scope schedule budget funding and outcome commitments.
• Recommend corrective actions and escalate significant performance issues to senior and executive leadership.
• Establish a ministry-wide capital project data strategy common data model and performance measurement framework.
• Recommend options and actions to improve affordability value for money and alignment with government priorities.
• Provide project and portfolio-level financial advice and recommend funding reallocations cash-flow adjustments and corrective actions for executive approval.
• Oversee responsible predictive analytics and AI-enabled forecasting and build organizational data literacy.
• Oversee regular and ad hoc reporting for the Minister Deputy Minister Treasury Board Cabinet and ministry executive committees.
• Accountable for the quality and timeliness of responses to urgent information requests and significant emerging issues.
• Monitor compliance with approved standards and direct or recommend corrective action where requirements are not met.
• Build team capability through coaching succession planning knowledge transfer and professional development.
• Lead implementation of new project controls reporting data and analytics practices including adoption plans training and success measures.

Required:

• A University degree in business administration public administration finance engineering economics project management data analytics or a related field supplemented by five years progressively responsible experience.
• Related experience or education may be considered as an equivalency on a one for one basis.

Assets:

• Knowledge of accounting financial management and reporting theories and concepts including Generally Accepted Auditing Standards.
• Knowledge of public sector accounting and auditing standards and Generally Accepted Accounting Principles.
• Professional designation or certification in project management finance engineering analytics or change management.
• Knowledge of data governance data quality analytics business intelligence and integrated reporting environments.
• Knowledge of relevant accounting standards legislation regulations and policies specifically the Financial Administration Act Sustainable Fiscal Planning.
• Knowledge of Government of Alberta business and fiscal planning processes and procedures and knowledge of the budgeting and forecasting principles and procedure.

Minimum recruitment standards outline the minimum education and experience required for appointments to a job classification.

Hours of Work 36.25 hours per week (full time) Monday to Friday.

Term of Employment Full-time.

Location Infrastructure Building Edmonton.

Note: Candidates may be considered on a secondment basis subject to approval from their home position/department. There may be an opportunity for the appointment to be extended beyond the initial term.
