Construction Manager, Land Development
Job Summary
We are seeking an experienced Construction Manager to join our land development and civil infrastructure team in Edmonton Alberta.
As a key member of the Land Development and Municipal Engineering team work on a variety of projects including but not limited to civil construction residential subdivision design institutional industrial and commercial site plan applications and design-builds. Yo will also work on and support muncipal projects including drainage designs and infrastructure rehabilitation.
As Construction Manager Land Development emphasis will be on the tender preparation and construction administration services during construction aspect of both residential and commercial / institutional / industrial projects and municipal infrastructure projects including:
- Key client account management. You will an integral part of weekly client meetings project meetings construction site meetings project updates and stakeholder management;
- Be responsible for overseeing and ensuring that all design deliverables specifications permits and approvals construction permits etc. are obtained and secured;
- Grow team talent through participation in external hiring and internal team growth initiatives including optimization of processes new training and learning opportunities and development of the teams innovative mindset.
- Actively participate in team and project meetings staff development staff coordination ongoing coaching and mentoring;
- Prepare technical specifications and reports;
- Liaise with clients government and/or regulatory bodies as well as contractors;
- Manage construction survey process as required and coordinate with survey staff for on-site layout topographic surveys as-built documents etc.
- Maintain positive colleague and client relationships with internal and external stakeholders;
- Assist as needed with construction services as it relates to land development including but not limited to; site inspection contract administration tender preparation request for information responses change management project close-outs etc. This work requires site visits and being comfortable and safe around a construction site.
- Participate in the preparation of engineering services proposals; and
- Monitor industry standards and developments assess client needs and make concrete decisions on proposed solutions.
Act as Contract Administrator on a number of land development and municipal projects where duties could include:
- Supervising construction inspectors;
- Reviewing and understanding relevant specifications and technical standards including but not limited to OPSS City of Ottawa and Contract specific special provisions;
- Interpreting requirements and details of contract drawings and specifications;
- Inspecting construction operations from time to time to ensure compliance with contract documents quality and safety standards;
- Verifying quantities preparing progress reports progress claims consultant recommendations and maintaining documentation;
- Reviewing interpreting and analyzing the contractors critical path schedules;
- As an extension of these efforts the Egis Canada CA team reconciles progress payments in a timely manner and maintains compliance with the prompt payment requirements defined by contract documents and statutory regulations;
- Proactively looking for issues recommending mitigation measures evaluating incidents early and adapting as needed;
- Promoting and overseeing compliance with health and safety regulations;
- Preparing reporting quantity measurements claims and payment certifications; and
- Liaising with contractors and clients
Occaissionally act as Project Manager on a number of land development or municipal engineering projects where duties could include:
- Managing projects through all phases of the project including business development opportunities project opening contract preparation project execution project control project close etc.
- Project Execution:
- Prepare the project set-up process;
- Monthly Invoicing completed on-time
- Chair project meetings
- Manage project insurance requirements
- Project Control
- Identify and control changes in scopes
- Manage timely billings A/R collection and A/P payments
- Approve client invoices for billing
- Approve sub-contractor invoices for payment
- Control project costs through preparing and maintaining cost management reports
- Lead in preparing and maintaining project schedules.
- Lead coordinate and manage the QC process in accordance with the firm Quality Management System
- Approve budget transfers in Deltek
- Project Closeout
- Develop and record lessons learned.
- Ensure timely organization of all project closeout documentation.
Qualifications :
Required
- University degree or College diploma in Civil Engineering.
- Registration as a . . Eng. P.L. Eng. or equivalent with APEGA or registration as a C.E.T. with ASET.
- Minimum 10 years of experience in land development underground utilities earthworks roadworks and landscaping projects.
- Demonstrated experience in Contract Administrator Resident Engineer Quantity Surveyor or Construction Administrator roles.
- Experience delivering projects through the full lifecycle from project initiation through testing commissioning and project closeout.
- Strong understanding of construction drawings engineering specifications and contract documentation.
- Experience supervising construction inspection teams and administering construction contracts.
- Knowledge of relevant technical standards and specifications including OPSS municipal standards and contract-specific provisions.
- Experience preparing progress reports quantity measurements payment certifications and claims documentation.
- Proficiency with Microsoft Word Excel and Outlook.
- Ability to interpret contractor schedules and critical path schedules.
- Valid drivers license with access to a properly registered and insured vehicle.
- Ability to travel to project sites and work flexible schedules as required.
Assets
- Project Management Professional (PMP) designation.
- Familiarity with AutoCAD and Civil 3D.
- Experience delivering municipal infrastructure rehabilitation projects.
- Experience with residential subdivision developments.
- Experience supporting industrial commercial and institutional site development projects.
- Demonstrated client account management experience.
- Proposal development and engineering services procurement experience.
- Experience mentoring technical and construction administration teams.
