Description

As part of the CAE Defence & Security (D&S) Canada Business Development (BD) team the Capture Manager (CM) is responsible for leading and managing pursuittoaward activities for large strategically significant opportunities at Category 3 ( $100M) and above.

Operating within the CAE LeadtoAward (L2A) business development framework the CM reports directly to the D&S Canada BD Director for assigned programs and is accountable for developing and executing a compliant competitive and executable pursuit strategy. The CM leads a crossfunctional matrixed capture team and interfaces directly with customers and partner organizations to define solutions develop execution and pricing strategies and deliver highquality bids that position CAE as Prime Contractor.

Depending on the size complexity and strategic importance of a pursuit the CM may be required to transition into a Program Director or Execution Lead role postaward under a different contractual and compensation structure. As such Capture Manager roles are considered successionplanned positions with strong opportunities for professional growth and advancement.

Key responsibilities include:

  • Leading a multidisciplinary matrix capture team to design a bidwinning and executable solution

  • Developing and managing opportunityspecific pursuit strategies

  • Creating and executing a Capture Management Plan including competitive analysis win themes pricing strategy and RFI / ITQ / bid preparation

  • Advising and where required leading solution execution commercial and subcontractor teams to support pursuit objectives

  • Designing and executing strategic customer and market communication plans to shape requirements and increase probability of win

  • Managing approved capture budgets and expenses in alignment with pursuit strategy

  • Preparing and presenting capture governance deliverables and ensuring compliance with CAE corporate policies and L2A gates

  • Maintaining regular communication with D&S Canada executive leadership and corporate stakeholders on pursuit status risks and emerging issues

  • Working closely with Regional Sales Managers to build customer relationships and influence requirements

  • Making datadriven recommendations related to new products domain expansion partnering strategies and business models

Minimum Qualifications

  • Bachelors degree in engineering science business administration or an equivalent combination of education and experience

  • Minimum 15 years of experience in the aerospace and defence industry

  • Experience in proposal capture or bid management for complex B2G or B2B programs

  • Demonstrated experience leading crossfunctional multidisciplinary teams

  • Proven understanding of project execution delivery risks and mitigation strategies

  • Strong business acumen including pricing governance and commercial considerations

  • Excellent verbal and written communication skills in English

  • Ability to travel occasionally within Canada and internationally sometimes on short notice

  • Eligibility to obtain and maintain NATO Secret Security Clearance

  • Ability to work in a hybrid environment with the option for full remote work within Canada depending on location

Preferred Qualifications

  • Professional certification in proposal or capture management (e.g. APMP)

  • Experience with simulation technologies military training systems or defence platforms

  • Knowledge of government procurement processes and contracting mechanisms

  • Previous experience transitioning from capture into program execution or delivery leadership roles

  • Established professional network within the defence and security sector

  • Experience drafting or supporting teaming agreements and subcontracting strategies in collaboration with legal and commercial teams

  • Proficiency in French (verbal and written)

Base Pay Range

Our total rewards package includes base pay and benefits with final compensation determined by experience skill location and internal equity.
