Sr. Manager (Performance Management)
Job Summary
The duties and responsibilities of Sr. Manager (Performance Management) include:
Performance and Results Management
Lead SCHs integrated performance-management system across national regional township provider supervisor and SA levels. Translate organizational and program priorities into measurable targets indicators milestones and clear accountabilities.
Regularly review actual performance against targets identify implementation gaps and operational bottlenecks and ensure that findings result in timely corrective action rather than remaining solely as reports. Convene routine performance reviews with Regional Managers Program teams Operations and other responsible units and monitor completion of agreed actions.
Sr/Regional Managers remain responsible for regional operations and staff management; however the Senior Manager has functional authority to set performance-management requirements request corrective actions monitor implementation and escalate persistent underperformance to the National Director.
2. Target Setting and Adaptive Performance Management
Lead the target-setting and performance-review process using technical inputs from Program Management and data measurement and verification inputs from MEL/QPI.
Ensure targets are measurable realistic sufficiently ambitious and aligned with approved project objectives SAF requirements Scope of Work available resources and operating conditions.
Assess the implications of security conflict population movement public-health emergencies staffing shortages supply constraints provider capacity and other contextual changes. Where justified coordinate evidence-based revisions to targets workflows implementation approaches or performance requirements through the appropriate approval process.
3. Service Agreement Portfolio and Budget Management
Own the consolidated management of SCHs Service Agreement portfolio from an operational performance and budget-utilization perspective.
Maintain visibility of SA positions approved budgets actual expenditure forecasts funding gaps payment requirements and project allocation. Coordinate with Program Grants and Contracts Finance HR and Regional Operations to ensure SA resources are appropriately budgeted utilized and aligned with approved implementation plans.
Identify underspending overspending funding gaps or resource misalignment early and initiate corrective action reforecasting or budget-adjustment processes as required.
Contractual administration remains with Grants and Contracts while Finance retains financial control and accounting responsibilities
4. SA Verification and Payment Process
Drive the end-to-end SA verification and payment workflow to ensure eligible payments are processed accurately and within established turnaround times.
Maintain a consolidated tracker covering submission of work reports supervisory review performance verification contractual clearance approval and Finance processing. Identify delays at each stage follow up responsible units resolve operational bottlenecks and escalate overdue actions where necessary.
For performance-based payments coordinate indicator setting thresholds calculations performance review and payment recommendations. The Senior Manager is accountable for ensuring the overall SA workflow is coordinated and completed on time.
5. Provider Regional and Supervisory Performance
Establish and monitor performance expectations for providers SA personnel supervisors Regional Offices and relevant operational teams.
Identify high-performing and underperforming providers or teams analyze root causes and coordinate performance-improvement plans with Program and Operations teams. Track corrective actions and recommend stronger management or contractual measures where performance remains below expectations. Ensure supervisors are held accountable not only for their individual responsibilities but also for the performance coaching problem-solving and development of the teams under their supervision. Formal staff appraisal disciplinary action and employment decisions remain governed by line-management and HR processes.
6. Performance Intelligence and Management Decision-Making
Work closely with MEL/QPI and Business Intelligence teams to ensure performance dashboards Power BI tools and management reports provide timely and actionable information.
Translate performance data into management decisions operational actions resource adjustments and improvement priorities. Ensure performance reporting clearly distinguishes between program-design issues operational constraints management weaknesses provider performance and external contextual factors.
7. Team Leadership and Special Initiatives
Lead and develop the Performance and Results Management team and assigned focal persons. Establish clear workplans accountabilities deadlines and performance standards.
Lead or coordinate pilot initiatives workflow improvements and special assignments requested by the National Director where these relate to operational performance provider management SA efficiency or organizational results.
Qualifications :
- Bachelors degree in Management Public Health Health Management Economics Development Studies Statistics Social Sciences or a related discipline;
- a Masters degree is preferred. Minimum eight years of progressively responsible experience in operations performance management program management provider management or results-based service delivery including demonstrated management experience.
- The position requires strong leadership analytical and problem-solving skills; experience with decentralized operations Service Agreements performance-based contracting or results based financing; ability to translate data into operational decisions; strong cross-functional coordination skills; and demonstrated ability to challenge underperformance and drive timely action in complex or rapidly changing environments.
