Job Title: Program Manager (Digital Transformation)
Location: Brussels Belgium (Hybrid Minimum 2 days onsite per week)

Job Description
We are looking for an experienced Program Manager to support a large-scale digital transformation program within a public sector environment. You will define governance frameworks coordinate cross-functional initiatives and establish a roadmap for the co-creation and delivery of digital solutions. Working with multidisciplinary teams you will ensure projects are aligned with strategic objectives while driving operational excellence and organizational change.
Key Responsibilities
Develop and manage the strategic roadmap for digital transformation initiatives.
Design and model business processes to support IT project planning and co-creation.
Coordinate multiple projects and ensure alignment with existing systems and business priorities.
Manage dependencies risks timelines and resource planning across programs.
Collaborate with business units IT teams and stakeholders to deliver transformation initiatives.
Establish governance frameworks KPIs and executive reporting.
Drive change management activities and support organizational adoption.
Facilitate Agile delivery and continuous improvement initiatives.
Required Skills
Proven experience as a Program Manager in large-scale digital transformation programs.
Strong expertise in Business Analysis & Requirements Management.
Extensive experience with Process Management & Process Modeling.
Strong Change Management and stakeholder management skills.
Experience in the public sector.
Experience delivering citizen-facing digital solutions (web portals or applications).
Experience implementing enterprise solutions used by large user populations (e.g. CRM ERP).
Strong People Management and leadership skills.
Experience working with Agile/Scrum methodologies.
Experience as a Product Owner is an advantage.
Preferred Certifications
Scrum Product Owner
Data Analytics
PRINCE (or equivalent project management certification)
Languages
Active knowledge of FrenchDutch and English.
Work Arrangement
Hybrid role based in Brussels Belgium with a minimum of 2 days per week onsite.
Full-time (40 hours/week).
Initial 100-day contract with a planned start date of 1 August 2026.
