Job Title: Program Manager (Digital Transformation)

Location: Brussels Belgium (Hybrid Minimum 2 days onsite per week)

Job Type: Contract (100 Days Full-Time)

Job Description

We are looking for an experienced Program Manager to support a large-scale digital transformation program within a public sector environment. You will define governance frameworks coordinate cross-functional initiatives and establish a roadmap for the co-creation and delivery of digital solutions. Working with multidisciplinary teams you will ensure projects are aligned with strategic objectives while driving operational excellence and organizational change.

Key Responsibilities

• Develop and manage the strategic roadmap for digital transformation initiatives.
• Design and model business processes to support IT project planning and co-creation.
• Coordinate multiple projects and ensure alignment with existing systems and business priorities.
• Manage dependencies risks timelines and resource planning across programs.
• Collaborate with business units IT teams and stakeholders to deliver transformation initiatives.
• Establish governance frameworks KPIs and executive reporting.
• Drive change management activities and support organizational adoption.
• Facilitate Agile delivery and continuous improvement initiatives.

Required Skills

• Proven experience as a Program Manager in large-scale digital transformation programs.
• Strong expertise in Business Analysis & Requirements Management.
• Extensive experience with Process Management & Process Modeling.
• Strong Change Management and stakeholder management skills.
• Experience in the public sector.
• Experience delivering citizen-facing digital solutions (web portals or applications).
• Experience implementing enterprise solutions used by large user populations (e.g. CRM ERP).
• Strong People Management and leadership skills.
• Experience working with Agile/Scrum methodologies.
• Experience as a Product Owner is an advantage.

Preferred Certifications

• Scrum Product Owner
• Data Analytics
• PRINCE (or equivalent project management certification)

Languages

• Active knowledge of French Dutch and English.

Work Arrangement

• Hybrid role based in Brussels Belgium with a minimum of 2 days per week onsite.
• Full-time (40 hours/week).
• Initial 100-day contract with a planned start date of 1 August 2026.
