Job Summary
Job Title: Program Manager (Digital Transformation)
Location: Brussels Belgium (Hybrid Minimum 2 days onsite per week)
Job Type: Contract (100 Days Full-Time)
We are looking for an experienced Program Manager to support a large-scale digital transformation program within a public sector environment. You will define governance frameworks coordinate cross-functional initiatives and establish a roadmap for the co-creation and delivery of digital solutions. Working with multidisciplinary teams you will ensure projects are aligned with strategic objectives while driving operational excellence and organizational change.
- Develop and manage the strategic roadmap for digital transformation initiatives.
- Design and model business processes to support IT project planning and co-creation.
- Coordinate multiple projects and ensure alignment with existing systems and business priorities.
- Manage dependencies risks timelines and resource planning across programs.
- Collaborate with business units IT teams and stakeholders to deliver transformation initiatives.
- Establish governance frameworks KPIs and executive reporting.
- Drive change management activities and support organizational adoption.
- Facilitate Agile delivery and continuous improvement initiatives.
- Proven experience as a Program Manager in large-scale digital transformation programs.
- Strong expertise in Business Analysis & Requirements Management.
- Extensive experience with Process Management & Process Modeling.
- Strong Change Management and stakeholder management skills.
- Experience in the public sector.
- Experience delivering citizen-facing digital solutions (web portals or applications).
- Experience implementing enterprise solutions used by large user populations (e.g. CRM ERP).
- Strong People Management and leadership skills.
- Experience working with Agile/Scrum methodologies.
- Experience as a Product Owner is an advantage.

- Active knowledge of French Dutch and English.
- Hybrid role based in Brussels Belgium with a minimum of 2 days per week onsite.
- Full-time (40 hours/week).
- Initial 100-day contract with a planned start date of 1 August 2026.
