About the Role
We are looking for an Intermediate Oracle APEX Developer to join a public sector digital transformation project focused on the development and maintenance of an enterprise application platform supporting infrastructure procurement and cost management.
You will become part of a collaborative development team responsible for enhancing a suite of Oracle APEX applications used to manage economic data pricing and cost estimation for public infrastructure projects. The platform also incorporates AI-powered solutions using Python and Azure OpenAI to automate data extraction and improve operational efficiency.
This role is a replacement position within an established team and offers the opportunity to contribute to the ongoing evolution of a critical government platform.
Responsibilities
Develop and maintain Oracle APEX applications.
Design code test debug and support Oracle PL/SQL solutions.
Extend Oracle APEX functionality using JavaScript.
Collaborate closely with database specialists technical leads business stakeholders and testers.
Participate in Agile development activities.
Contribute to the continuous improvement of application usability (UX/UI).
Support maintenance and enhancement of existing applications.
Assist with AI-enabled functionality where applicable.
Required Skills & Experience
Minimum 3 years experience developing Oracle APEX applications.
Strong knowledge of Oracle SQL and PL/SQL.
Experience developing user-friendly applications with a focus on UX/UI.
Solid JavaScript skills for Oracle APEX customization.
Ability to work independently as well as within a collaborative team.
Native-level Dutch proficiency (CEFR C2).
Preferred Experience
Experience working within government or public sector environments.
Strong experience in coding testing debugging and application maintenance.
Knowledge of Agile software development methodologies.
Experience with AI applications and prompt engineering.
Experience using APEX Office Print (AOP) for report generation.
Nice to Have
HTML and CSS for responsive and custom interface design.
Interest in AI-assisted software development.
Affinity with public procurement infrastructure projects or cost engineering.

Functional testing is carried out by an internal specialist with close collaboration alongside business project managers throughout the development lifecycle.
Working Arrangement
Hybrid working model.
Approximately one day per week onsite in Brussels Belgium.

Estimated workload: 800 hours.
