Role description:
Arcadis is seeking an experienced EHS Manager to join the Project Management Consultancy (PMC) team supporting a major hyperscale data center development in Luxembourg. The EHS Manager will act as the clients representative driving the highest standards of Environmental Health & Safety performance across all phases of the project from preconstruction through commissioning and handover. The role requires strong leadership
proactive risk management and the ability to challenge contractors while maintaining a collaborative and solutions-oriented approach. This position will initially support the project remotely during the pre-construction
phase and transition to a full-time site-based role in Bissen Luxembourg during construction.
Key Responsibilities:
EHS Leadership & Governance
Lead the implementation and safety culture across the project.
Act as the primary EHS advisor to the client team contractors and key stakeholders.
Establish and maintain robust EHS governance reporting processes KPIs and escalation protocols.
Promote a Zero Harm culture through visible leadership and active engagement with all project participants.
Construction Safety Management
Review and challenge contractor Construction Phase Plans RAMS Method Statements Permit-to-Work systems and logistics plans.
Monitor compliance with Luxembourg legislation client requirements and industry best practices.
Conduct regular site inspections safety audits and leadership safety walks.
Verify that high-risk activities are properly planned assessed and controlled.
Provide oversight of high-risk activities typically associated with hyperscale data center construction including:
o Energization and electrical works
o Temporary power installations
o Lifting operations and cranage
o Confined spaces
o Work at height
o Testing and commissioning activities
o MEP installation works
o Simultaneous operations (SIMOPS)
Incident Management & Continuous Improvement
Lead incident investigations and root cause analyses.
Ensure corrective and preventive actions are implemented and closed out effectively.
Monitor leading and lagging indicators and identify emerging trends.
Share lessons learned and promote continuous improvement initiatives across
the project.
Contractor Management
Evaluate contractor EHS performance and challenge underperformance where required.
Support prequalification reviews and ongoing contractor assessments.
Ensure subcontractor activities are properly coordinated and supervised.
Drive accountability at all levels of the supply chain.
Environmental Management
Oversee environmental compliance waste management pollution prevention and sustainability initiatives.
Support Buckinghams environmental objectives and reporting requirements.
Ensure environmental risks are identified and mitigated throughout the project lifecycle.
Required Experience
Minimum 10 years of construction EHS experience.
Previous experience on large-scale Data Center Mission Critical Industrial Pharmaceutical or Advanced Manufacturing projects.
Experience managing multi-contractor construction environments.
Strong knowledge of European construction safety regulations and industry standards.
Experience supporting commissioning and energization activities.
Preferred Experience
Previous experience on hyperscale data center projects.
Experience working for major developers and operators
NEBOSH Diploma NVQ Level 6 Prevention Advisor Level 1 or equivalent qualification.
ISO 45001 and ISO 14001 knowledge.
