Tiered Approach

In line with the commitment to safeguard capacity and support personnel already in the Organization a majority of UNDP UNCDF/UNV vacancies are advertised using a tiered application process whereby:

  • Tier 0: UNDP/UNCDF/UNV IP staff holding permanent (PA) and fixed-term (FTA) appointments whose posts will be abolished or contracts will be terminated or not renewed during 2026.
  • Tier 1: Other UNDP/UNCDF/UNV staff holding permanent (PA) and fixed-term (FTA) appointments
  • Tier 2: UNDP/UNCDF/UNV staff holding temporary appointments (TA) personnel on regular PSA contracts and Expert and Specialist UN Volunteers
  • Tier 3 or no tier indicated: All other contract types from UNDP/UNCDF/UNV and other agencies and other external candidates

Background

UNDPs decades-long partnership with Egypt has fostered a diverse portfolio of support across the economic social and environmental sectors. The current strategy builds on this strong foundation aligning with Egypt Vision 2030 to advance a green inclusive and resilient development pathway driven by innovation and collaboration.

As a strategic partner UNDP Egypt plays a central role in accelerating progress toward the SDGs with three pillars of support: Inclusive Growth and Digital Transformation Governance Social Inclusion and Gender; and Climate and Nature. Drawing on global expertise and grounded in local experience the Country Office works closely with partners on policy advisory and programmatic support and bringing stakeholders together across the spectrum including government private sector academia and CSOs to address complex challenges and take advantage of opportunities.

To remain agile within a rapidly changing development landscape UNDP Egypt is implementing an organizational change process that aims to transition to a structure and financially viable business model that is more effectively and efficiently able to deliver on evolving national priorities.

It is guided by four core principles:

  • Retaining key capacities while investing in new expertise
  • Strengthening and integrating quality assurance and programme finance
  • Standardization and optimization across the teams / functions
  • Financial sustainability of core structure - with flexibility for expansion / contraction

This restructuring positions UNDP Egypt to remain a lean responsive and financially sustainable partner one that is equipped to deliver integrated development solutions that support the countrys long-term aspirations.

In this context the Programme Unit works to support achievement of UNDP strategic objectives and to help the Country Office act with both ambition and scale to address urgent problems facing the country the region as well as global conditions. Programme staff assist the Country Office in formulating and implementing programme strategies that go beyond solving immediate development challenges to create future smart and integrated systemic changes in resilience and capacity building within the country.

Position Purpose

Under the overall guidance of the Deputy Resident Representative (DRR) Programme and the direct supervision of the Team Leader - NOC-Programme Specialist Climate and Nature the Programme Analyst is responsible for providing substantive support to the management of UNDP programme within the thematic/sectoral areas assigned.

In UNDP Egypt the Programme Analyst (NOA) specializing in Climate and Environment is responsible for the strategic management and quality assurance of the offices environmental portfolio which includes initiatives in climate change mitigation adaptation and biodiversity conservation. Working under the supervision of the Team Leader the analyst conducts research on political and economic trends to formulate project proposals identifies new resource mobilization opportunities from vertical funds like the GEF or GCF and provides technical advisory services to the Egyptian government to align national policies with the Sustainable Development Goals (SDGs). Beyond technical oversight the role involves building strategic partnerships with UN agencies and civil society managing project staff and ensuring that all activities adhere to UNDPs results-based management (RBM) standards and financial regulations.

The Programme Analyst supports the coordination of projects activities in this thematic pillar and also works in close collaboration with the Programme and Operations teams in the CO programme staff in other UN Agencies UNDP staff in HQs and Regional Hubs technical advisors/experts external specialists government officials and partners donors and civil society to ensure successful implementation of the UNDP programme. The Programme Analyst supervises support staff in the thematic area team.

UNDP adopts a portfolio approach to accommodate changing business needs and leverage linkages across interventions to achieve its strategic goals. Therefore UNDP personnel are expected to work across units functions teams and projects in multidisciplinary teams in order to enhance and enable horizontal collaboration.

Duties and Responsibilities

1. Contribute to formulation and implementation of UNDP programme strategies and policies:

  • Provide inputs to analysis of the political social and economic situation in the country; and contribute collaborative inputs to the UN Common Country Assessment and Sustainable Development Cooperation Framework (UNCCA and UNSDCF) as well as to the preparation/revision of the Country Programme Document (CPD) Integrated Work Plan (IWP) and other strategic documents.
  • Provide inputs to operationalizing UNSDCF/ CPD in collaboration with the main partners and other UN Agencies.
  • Ensure implementation of relevant programme Standard Operating Procedures (SOPs) to ensure the effectiveness CO business processes.
  • Analyze and synthesize proposals in assigned programme areas.

2. Ensure effective management of the CO programme within the assigned thematic/sector areas focusing on quality assurance and risk management from formulation to implementation of the country programme:

Provide input to design and formulation of CO programme translate UNDP priorities into local interventions and oversee programme implementation with the implementing partners within the assigned programme areas. Ensure that design and formulation of programme considers societal digital technology risks and opportunities and other future signals.
Oversee planning budgeting implementation and monitoring of the assigned programme areas; and track use of financial resources in accordance with UNDP rules and regulations. Ensure digital technology solutions in programme implementation are managed towards scalability and sustainability in line with UNDPs digital standards.
Ensure effective application of results-based management tools and track achievement of strategic results.
Ensure the effective use of data in programme implementation across the data lifecycle; and ensure effective monitoring evaluation and learning on programme impact.
Provide inputs to trends analysis for future informed and anticipatory programming.
Support preparation for audits and the implementation of management responses.
Prepare inputs for reporting including donor and corporate reports.
Support the rollout of new initiatives and programmes including through presentation of the project to PAC finalize contribution agreements and determine required revisions.

3. Support creation of strategic partnerships and implementation of the resource mobilization strategy:

Support development of partnerships with the UN Agencies international financial institutions (IFIs) government institutions donors private sector (if applicable to CO) and civil society in assigned programme/ thematic areas.
Provide input in Identifying strategic programme areas of cooperation including for joint programming.
Analyze and research information on donors prepare substantive briefs on possible areas of cooperation identify opportunities for initiation of new projects and support Country Office resource mobilization efforts.
Contribute to development of portfolios and Country office pipeline including through the design of Programme/Project documents concept notes proposals and cross-sectoral coordination in assigned areas to bring resources for projects.

4. Support provision of top-quality advisory services and facilitation of knowledge building and management:

Identify policy-driven issues; and identify and compile best practices and lessons learned directly linked to programme country policy goals.
Support establishment and strengthening of national and international advocacy networks. Implement relevant high -impact advocacy with key partners.
Support development of policies and institutions to address country problems and needs in collaboration with the Government and other strategic partners.
Ensure that policy advisory contributes to inclusive societal digital transformation and takes digital technology risks and opportunities or futures signals into account.
Provide sound contributions to knowledge networks communities of practice and digital knowledge platforms.
Organize training for the operations/ projects staff on programme related matters in assigned programme areas.

The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.

Required Skills and Experience

Education:

  • Advanced university degree (masters degree or equivalent) in Natural Resources Management Climate Change Sustainability & Environmental Studies Public Administration Economics Political Sciences Social Sciences or related field is required or
  • A first-level university degree (bachelors degree) in the above fields in combination with an additional two years of qualifying experience will be given due consideration in lieu of an advanced university degree

Experience Knowledge and Skills:

Applicants with Masters degree (or equivalent) in a relevant field of study are not required to have professional work experience.

Applicants with a Bachelors degree (or equivalent) are required to have a minimum of two (2) years of relevant professional experience at the national and/or international level in providing management advisory services and hands-on experience in design monitoring and evaluation of development portfolios and projects within assigned thematic area (Nature and Climate)
Experience in the use of computers office software packages (MS Word Excel etc.) database packages and web-based management systems such as ERP is required.
Experience at the national level in providing management advisory services hands-on experience in design monitoring and evaluation of development projects is an asset.
Proven experience in handling multi-sectoral coordination among professionals and regional teams is desired.
Experience in integrated programming with good knowledge of UN System/UNDPs corporate policies and programmes is an advantage.
Policy advisory and advocacy experience and track record of engagement with United Nations other development actors and donors are highly desirable.
Experience in resource mobilization is an asset.

Language requirements:

  • Fluency in English and Arabic is required
  • Knowledge of another UN language would be an asset
