Drawing on global expertise and grounded in local experience the Country Office works closely with partners on policy advisory and programmatic support and bringing stakeholders together across the spectrum including government private sector academia and CSOs to address complex challenges and take advantage of opportunities.
To remain agile within a rapidly changing development landscape UNDP Egypt is implementing an organizational change process that aims to transition to a structure and financially viable business model that is more effectively and efficiently able to deliver on evolving national priorities.
It is guided by four core principles:
Retaining key capacities while investing in new expertise
Strengthening and integrating quality assurance and programme finance
Standardization and optimization across the teams / functions
Financial sustainability of core structure - with flexibility for expansion / contraction
The ICT team plays a crucial role in the Country Office (CO) as reliance on digital technology and AI continues to increase in all office operations projects and programme deliveries.
The team drives UNDPs digital transformation efforts in the CO to better enable leverage and deploy technology solutions that help the CO implement new ways of doing business to work smarter and more efficiently and ultimately to improve the way it provides value to UNDP partners stakeholders and beneficiaries.
UndertheguidanceanddirectsupervisionoftheProcurement and ICT Analyst (NOB) the ICT & Procurement Associate provides ICT services while implementing procurement processes in the management of ICT good systems and strategies and provides daily technical support to users of information management tools and technology infrastructure. The ICT & Procurement Associate may supervise and/or lead the support staff if/when delegated by supervisor.
The ICT Associate promotes a client-oriented approach particularly in the service of UN Common system partners and agencies. TheICTAssociate worksin close collaboration with Programme Operations and projects teams in theCO UNDP HQ staff Regional Information Officer (RIO) and the Regional Bureau Information Manager (RBIM) to resolve complex ICT/Procurement related issues.
UNDP adopts a portfolio approach to accommodate changing business needs and leverage linkages across interventions to achieve its strategic goals. Therefore UNDP personnel are expected to work across units functions teams and projects in multidisciplinary teams in order to enhance and enable horizontal collaboration.
Duties and Responsibilities
1.)Ensure implementation of ICT strategies and introduction/implementation of new technologies:
- Ensure compliance with corporate information management and technology standards guidelines and procedures for the CO technology environment.
- Participate in development and implementation of Standard Operating Procedures in ICT services.
- Conduct market research and analysis and provide support in introducing new technology for CO system updating and improvement.
- Provide advice on and assistance in procurement of new ICT equipment for the CO and projects; and provide technical specifications and information on best options in both local and international markets. Review quotations and bids.
- Participate in development and implementation of ICT annual plan. Maintain the measures in place for business continuity and disaster recovery processes and procedures.
- Provide support for the use of ERP functionality for improved business results and improved client services.
- Provide ICT support for key events.
2.) Ensure effective functioning of the CO hardware and software packages and efficient management support of shared ICT infrastructure and common services:
- Monitor shared network environments and cloud-based resources daily to ensure stable connectivity for all resident UN Agencies.
- Deploy countermeasures and cybersecurity protocols to protect the data resources of the CO and partner agencies from malicious attacks. Ensure UNDP desktop and network resources are protected from malicious virus attacks and deploy countermeasures in the event of attacks.
- Maintain an up-to-date inventory of shared ICT assets managing their lifecycle from procurement to sustainable disposal/recycling.
- Support effective functioning (installation operation and maintenance) of all UNDP hardware equipment and acquisition of hardware supplies.
- Perform specific technical functions including changing of hardware electronic components (disks memories network wiring power sources etc.) and making routine repairs.
- Maintain an up-to-date inventory and stock of supplies and spare parts in cooperation with the Administration and Procurement Teams.
3.) Manage ICT contracts and vendor performance for integrated service delivery:
- Oversee technical performance against Key Performance Indicators (KPIs) for ICT-related Long-Term Agreements (LTAs) used by the CO and UN partners.
- Respond to complex technical issues and service interruptions by serving as the primary liaison between the UN and technology service providers.
- Ensure full compliance with software licensing hardware warranties and service-level agreements (SLAs) throughout the contract lifecycle.
4.) Ensure strategic sourcing and procurement of ICT goods and services for the CO and UN Agencies:
- Organize end-to-end procurement processes (RFQ ITB RFP) for hardware software and technical services such as cloud hosting and cybersecurity for the CO and UN partners.
- Draft technical specifications and Terms of Reference (TOR) that harmonize requirements across agencies to facilitate joint procurement and leverage economies of scale.
- Conduct market research to identify innovative Green ICT providers and maintain a specialized vendor roster accessible to the UN Country Team (UNCT).
- Support technical evaluation committees to ensure technology bids comply with UNDP rules and inter-agency interoperability standards
5) Support digital transformation AI enablement and knowledge management:
- Identify opportunities to digitalize and automate business processes.
- Provide technical support for ERP systems (e.g. Quantum) to enable data-driven decision-making.
- Contribute to the development and use of AI tools and digital solutions to enhance efficiency.
- Promote the use of data analytics for performance monitoring and reporting.
- Support knowledge sharing documentation of best practices and capacity-building activities.
- Participate in the organization of training for the CO staff on ICT/Procurement issues
- Contribute to knowledge networks and communities of practice.
The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization

Required Skills and Experience
Education:
- Secondary education is required with formal training in IT systems business software and/or web-based applications.
- A university degree (Bachelors degree) in Information Technology Information Management Telecommunications Computer Science or an equivalent field will be given due consideration but it is not a requirement.
- CIPS level 2is highly desirable for this position and candidates holding this level at the time of application will have a distinct advantage. If the desired certification is not available at the time of recruitment it should be obtained within one year of recruitment. Candidates holding a CIPS certification at any level below at the time of application will have a proportionate advantage.
- Certifications inCCNAMSCA MSCEand/or MCP arean asset
Experience:
- Minimum of 6 years (with high school diploma) or 3 years (with bachelors degree) of relevant workingexperienceinnetworkadministration and operations web design providing technical support forhardware/software or Cloud ERP environments working with telecommunications facilities; and applyingknowledgeofdatabase applications web-based management systems and cloud infrastructure solutions.
- Previous experience providing ICT services ICT procurement support or shared services within the UN system or international organizations is desired.
- Handson experience with ERP systems (e.g. Quantum Oracle SAP) and other webbased ICT or procurement management platforms is desired.
- Experience supporting ICT infrastructure networks cloud/shared environments cybersecurity monitoring and ICT asset lifecycle management is desired.
- Experience supporting RFQ/ITB/RFP processes drafting technical specifications or TORs vendor coordination and support to technical evaluation committees is desired.
- Possession of valid CIPS Level 2 certification is desired.
- Possession of valid Cisco (e.g. CCNA) or equivalent ICTcertification is desired.
Language Requirements:
- Fluency in English and Arabic is required.
